1. Purpose This Access Policy outlines the rules and procedures for granting, managing, and monitoring access to the Operator Training Academy Moodle Learning Management System (LMS). It ensures that only authorized individuals can access the LMS and its resources, in compliance with Army Regulation (AR) 25-2, "Information Assurance," and other applicable Department of Defense (DoD) and institutional policies.
2. Scope This policy applies to all users of the Operator Training Academy Moodle LMS, including students, instructors, administrators, and guests. It governs access to user accounts, course materials, and administrative functions.

3. Access Levels Access to the LMS is assigned based on user roles and responsibilities:

Students: Access to enrolled courses, course materials, assessments, and grades.

Instructors: Access to their assigned courses, student submissions, and course management tools.

Administrators: Access to all courses, user management, system configuration, and audit logs.

Guests: Limited access to publicly available course materials or resources, as determined by institutional policies.
4. Account Management

Account Creation: Accounts are created upon enrollment or employment with the Operator Training Academy. Each user is assigned a unique username and password.

Authentication: Users must authenticate using secure credentials. Multi-factor authentication (MFA) is encouraged to enhance security.

Account Deactivation: Accounts are deactivated upon course completion, employment termination, or extended inactivity (e.g., 12 months of no login activity).
5. User Responsibilities

Users are responsible for safeguarding their login credentials and ensuring they are not shared with others.

Users must log out of the LMS after each session to prevent unauthorized access.

Users should report any suspected unauthorized access or account misuse to the LMS administrator immediately.
6. Administrator Responsibilities

Administrators are responsible for verifying the identity of users before creating accounts or resetting credentials.

Regular audits must be conducted to ensure access permissions align with user roles and responsibilities.

Administrators must revoke access promptly when a user’s role changes or their association with the Operator Training Academy ends.
7. Monitoring and Logging

All access to the LMS is logged, including login times, IP addresses, and activities performed within the system.

Logs are reviewed periodically to detect and respond to unauthorized access attempts or policy violations.

Monitoring activities comply with AR 25-2 and respect user privacy to the extent possible under applicable regulations.
8. Policy Enforcement

Violations of this policy, such as unauthorized access or credential sharing, may result in disciplinary action, including account suspension or removal.

Serious breaches may be referred to military or federal authorities, where applicable.
9. Policy Review This Access Policy will be reviewed annually and updated as necessary to reflect changes in regulations, institutional requirements, or security best practices.
